Programme and Project layer
The Programme and Project layer delivers new functionality: a new system, module, site or service. It runs from proposal to go-live, through early life support and stabilisation, and ends when the Product layer formally accepts the handover. It is aligned with PRINCE2 for project control and ITIL for the route into live service.
When you need it
Use it for anything new to the organisation: a new system, module or site go-live, work that needs its own business case or funding, cutover or training at scale, or a change estimated at more than six months. Several related projects, or several organisations, form a programme.
What this layer decides
- Whether a proposal becomes a funded project
- Scope, tolerances and the plan to go-live
- Whether each gate is passed, passed with conditions, or stopped
- Whether the service is ready to go live
- When early life support ends and when handover is accepted
Project lifecycle board
Every project moves through the same phases and gates, from proposal to formal handover into the Product layer.
