Capability hub

Solve once, reuse many times. Each capability on the Network Kanban records how it came in: a member organisation request pushed up at Triage because of its size or complexity, a universal change for every member organisation in the same window, or lead organisation first with the others adopting later. It shows where every member organisation stands (lead, adopted, adopting, planned, not now), the work linked in each, and the lessons each adoption feeds back. A universal change can be raised in every member organisation at once; a later organisation adopts with one request that carries the lessons so far. On a shared portfolio network, capabilities are funded at the Portfolio Review.
